前政府官员、专家学者交流：中加二轨对话第九次会议在合肥举行

2026年4月13日至14日，中国人民外交学会与加拿大阿尔伯塔大学中国学院在安徽合肥共同举办中加二轨对话第九次会议。外交学会会长吴恳和阿尔伯塔大学中国学院院长欧阳飞分别率团与会。双方就中加关系、国际和地区问题等议题进行了研讨。

中方代表团成员包括：原中央外办常务副主任裘援平，前驻加拿大大使章均赛，安徽省外办主任秦俊峰，复旦大学国际问题研究院院长吴心伯，国家应对气候变化战略研究和国际合作中心原主任徐华清，外交学会理事、商务部国际贸易经济合作研究院美大所副所长周密。

加方代表团成员包括：前副总理麦丽安、前外交部长白鄂德、阿尔伯塔大学中国学院荣誉院长侯秉东、不列颠哥伦比亚大学亚洲研究院名誉院长肖逸夫、渥太华大学政治学院副教授马思佳、阿尔伯塔大学中国学院传媒问题专家杨玉婧。加拿大驻上海总领事狄睿思作为特邀观察员出席会议。

中加二轨对话是得到两国政府支持的重要机制性对话平台，旨在通过前政府官员、专家学者交流推动中加关系发展。

The Ninth Meeting of the China-Canada Track Two Dialogue Held in Hefei

From April 13 to 14, 2026, the Ninth Meeting of the China-Canada Track Two Dialogue, co-hosted by the Chinese People’s Institute of Foreign Affairs (CPIFA) and The China Institute (TCI) at the University of Alberta of Canada, was held in Hefei, Anhui Province. CPIFA President Wu Ken and TCI Director Philippe Rheault headed the Chinese and Canadian delegations respectively. The two sides had discussions on China-Canada relations, international and regional issues and other topics.

Members of the Chinese delegation include: Qiu Yuanping, former Executive Deputy Director of the Central Office on Foreign Affairs, Zhang Junsai, former Chinese Ambassador to Canada, Qin Junfeng, Director-General of Anhui Provincial Foreign Affairs Office, Wu Xinbo, Dean of the Institute of International Relations at Fudan University, Xu Huaqing, former Director of the National Center for Climate Change Strategy and International Cooperation, and Zhou Mi, Member of the CPIFA Council and Deputy Director of the Institute of American and Oceanian Studies at the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce.

Members of the Canadian delegation include: Anne McLellan, former Deputy Prime Minister, John Baird, former Minister of Foreign Affairs, Gordon Houlden, Director Emeritus of TCI, Yves Tiberghien, Professor and Director Emeritus of the Institute of Asian Research at the University of British Columbia, Pascale Massot, Associate Professor of the School of Political Studies at the University of Ottawa, and Yujing Yang, Publication and Communications Specialist of TCI. Tracy Diehl, Consul General of Canada in Shanghai, attended the meeting as an observer.

The China-Canada Track Two Dialogue is an important mechanism supported by the governments of both countries, and aims at advancing China-Canada relations through exchanges between former government officials, experts and scholars from the two sides.
